# Ward 2 Development Forum > A public register of community initiatives in Ward 2 of Theewaterskloof Municipality, Western Cape, South Africa: the villages of Genadendal, Greyton, Heuwelkroon, Madiba Park, Bereaville, Voorstekraal, and Boschmanskloof. Each entry describes one initiative (a business, farm, school, congregation, club, service, or project) and states what it needs and what it offers, so residents, Forum champions, and outside partners can find each other. The site is run by the Ward 2 Business and Community Development Forum (W2DF), a community-driven forum that first met on 16 September 2026. The site is built with Quartz from an Obsidian vault. Pages are written in plain language, mainly in English, with some in Afrikaans. A translation widget offers machine translation into other languages; the original page is authoritative. ## How the site is organised Every initiative is an entry in exactly one of nine categories. The categories are grouped into three spheres of life: Economic, Civic, and Cultural. Each sphere and category is a folder with an index page that lists its entries. - Economic (`/economic/`): Farmers, Land & Water (`/economic/farmers-land-water/`); Business (`/economic/business/`); Tourism (`/economic/tourism/`) - Civic (`/civic/`): Governance (`/civic/governance/`); Residents Association (`/civic/residents-association/`); Community Care (`/civic/community-care/`) - Cultural (`/cultural/`): Education (`/cultural/education/`); Sport, Heritage, Arts & Culture (`/cultural/sport-heritage-arts-culture/`); Faith Communities (`/cultural/faith-communities/`) An entry's URL is its category folder plus its file name, for example `/economic/farmers-land-water/wild-restoration`. Alongside the entries, the site holds the valley's history in `/history/`. History pages have no category, are not entries, and do not appear on the Register. It also holds the rules that apply in the valley today, one page per law, by-law, policy, or plan, in `/rules/`, and pages on organisations outside the valley whose work reaches it, in `/organisations/`. ## How an entry is structured Each entry page has frontmatter and a body in a fixed order. - Frontmatter: `title`, `description`, `holon` (the sphere: Economic, Civic, or Cultural), `category`, `tags`, `status` (active, planned, dormant, or completed), `location` (a village name or "Whole valley", optionally followed by a street or landmark), `needs`, and optional fields such as `aliases`, `start_date`, `funding_status`, and `links`. - Tags use a closed vocabulary: one category tag (for example `economic/farmers-land-water`), theme tags (`theme/youth`, `theme/environment`, `theme/tourism`, `theme/heritage`, `theme/water`, `theme/2038`, `theme/trancraa`, `theme/women`), priority tags (`priority/...`), and one language tag (`lang/en`, `lang/af`, `lang/xh`, or `lang/multi`). - `needs` is a list drawn from: volunteers, skills, funding, equipment, premises, members, participants, customers, partners. - Body sections: an opening paragraph, then Needs, Offers, How to get involved, and Related. - Every factual claim in the body ends with a fact-status label: [IC] independently corroborated (two or more independent sources or an official record), [MS] mission-sourced (from the initiative's own statements), or [TBV] to be verified. Treat [MS] claims as the initiative's own account and [TBV] claims as unconfirmed. - Personal contact details appear only where the person agreed to be listed. Most entries point to the initiative's own website instead. ## Overview pages - [The Register](https://df.valleyofgrace.co.za/register): every published entry in one table, with tabs by sphere, by place, and for entries looking for help - [Villages](https://df.valleyofgrace.co.za/villages/): one page per village, each listing the entries located there and those that serve the whole valley - [Forum Priorities](https://df.valleyofgrace.co.za/priorities/): the Forum's five development priorities, each with a page listing the entries tagged with it - [Forum Minutes](https://df.valleyofgrace.co.za/civic/governance/minutes/): summaries of Forum meetings, with links to the official minutes ## Valley history History pages carry the same fact-status labels as entries. On them, [MS] usually means the record comes from one side only, such as the Moravian mission's records, a missionary's diary, or a community's own histories. The site reads the valley's history through the TIME model. Sections headed "Reading ... through TIME", and any statement of which form was most dominant in a period, are the Forum's interpretation and carry no label. - [Valley History](https://df.valleyofgrace.co.za/history/): the section's index, listing and summarising every history page - [History of the Valley](https://df.valleyofgrace.co.za/history/history-of-the-valley): the full story of the valley, with a timeline - [The TIME Model](https://df.valleyofgrace.co.za/history/the-time-model): a short explanation of the model the site uses to read the valley's history (Tribes, Institutions, Markets, Emergent), with a link to the full framework on the BioConomy wiki - [The Valley Through TIME](https://df.valleyofgrace.co.za/history/the-valley-through-time): a reference table of when each form was most dominant in the valley, and the main developments in each, to 2038 - [The Laws That Shaped the Valley](https://df.valleyofgrace.co.za/history/laws-that-shaped-the-valley): the laws and orders that shaped the valley, each read through TIME - [Tribes](https://df.valleyofgrace.co.za/history/tribes/): one page per people, such as the San, the Khoekhoe, and the Chainoqua - [Institutions](https://df.valleyofgrace.co.za/history/institutions/): one page per institution, such as the Dutch East India Company and the Moravian Church - [Markets](https://df.valleyofgrace.co.za/history/markets/): one page per trading function, tied together by the page Money and Land - [Emergent](https://df.valleyofgrace.co.za/history/emergent/): the newest form; no pages yet, and its early signals are listed on The Valley Through TIME - [People](https://df.valleyofgrace.co.za/history/people/): one page per historical figure who has died, or per small group who acted together ## The rules the valley lives by Pages in `/rules/` explain the laws, by-laws, policies, and plans that apply in Ward 2 today. Each states what the rule does, then what it means in the valley, often differently for Greyton and for Farm 39. They are published while under review, carry a notice saying they are not legal advice, and link to the official text, which governs. Frontmatter gives `level` (National, Provincial, District, Municipal, Community), `instrument`, `subject`, `citation`, `administered_by`, `official_text`, and `last_checked`. Untagged sentences under "What it means in the valley" are the Forum's reading. - [The Rules the Valley Lives By](https://df.valleyofgrace.co.za/rules/): the section's index, with a table of every rule and a list of rules still to come - [Transformation of Certain Rural Areas Act](https://df.valleyofgrace.co.za/rules/trancraa): TRANCRAA, the law that decides who will own Farm 39; this site is the home page on TRANCRAA among the linked Valley of Grace and BioConomy sites - [Zoning Scheme By-law](https://df.valleyofgrace.co.za/rules/zoning-scheme-by-law) and [Municipal Land Use Planning By-law](https://df.valleyofgrace.co.za/rules/municipal-land-use-planning-by-law): what land may be used for, and how to apply to change it - [Theewaterskloof Integrated Development Plan](https://df.valleyofgrace.co.za/rules/theewaterskloof-integrated-development-plan): the municipality's plan, and the yearly review where Ward 2 can put its needs - [National Heritage Resources Act](https://df.valleyofgrace.co.za/rules/national-heritage-resources-act): the 60-year rule for old buildings ## Organisations outside the valley Pages in `/organisations/` describe organisations based outside Ward 2 whose work reaches the valley, such as the banks, non-profit, water fund, verifier, and city linked by the Cape Water Performance-Based Bond. They are not entries, have no category, and do not appear on the Register. Each describes the organisation only through what it has said or done in public, opens with questions for the organisation, and records whether the Forum has contacted it. Frontmatter gives `kind` (Bank, Funder, Non-profit, Water fund, Government, Specialist firm), `based_in`, `connection` (the programme and the organisation's role in it), and `relationship` (the Forum's contact with it). - [Organisations Outside the Valley](https://df.valleyofgrace.co.za/organisations/): the section's index, with a table of each organisation's role in the Cape Water bond and how the bond reaches the valley - [How the Cape Water Bond Works](https://df.valleyofgrace.co.za/organisations/how-the-cape-water-bond-works): a plain-language guide to the bond for residents, and what it means for the valley - [FirstRand Bank](https://df.valleyofgrace.co.za/organisations/firstrand-bank) and [Rand Merchant Bank](https://df.valleyofgrace.co.za/organisations/rand-merchant-bank): the issuer and the arranger of the bond - [The Nature Conservancy South Africa](https://df.valleyofgrace.co.za/organisations/the-nature-conservancy-south-africa) and [Greater Cape Town Water Fund](https://df.valleyofgrace.co.za/organisations/greater-cape-town-water-fund): the implementer and the clearing programme - [Conservation Alpha](https://df.valleyofgrace.co.za/organisations/conservation-alpha): the bond's independent verifier - [City of Cape Town](https://df.valleyofgrace.co.za/organisations/city-of-cape-town): a founding partner of the water fund, and the main user of the water supply system whose largest dam lies upstream of the valley - [Department of Water and Sanitation](https://df.valleyofgrace.co.za/organisations/department-of-water-and-sanitation) and [Breede-Olifants Catchment Management Agency](https://df.valleyofgrace.co.za/organisations/breede-olifants-catchment-management-agency): the owner of Theewaterskloof Dam and the agency for water use in the Breede catchment - [Department of Land Reform and Rural Development](https://df.valleyofgrace.co.za/organisations/department-of-land-reform-and-rural-development): the national department responsible for TRANCRAA and the custodian of state land at Madiba Park - [CapeNature](https://df.valleyofgrace.co.za/organisations/capenature), [Heritage Western Cape](https://df.valleyofgrace.co.za/organisations/heritage-western-cape), and the [Western Cape Department of Agriculture](https://df.valleyofgrace.co.za/organisations/western-cape-department-of-agriculture): provincial bodies for reserves, heritage permits, and farming and training - The section's index lists the other organisations, from conservation groups to funders of Register entries ## About the Forum and the site - [Home](https://df.valleyofgrace.co.za/): introduction and navigation - [Getting Started](https://df.valleyofgrace.co.za/getting-started): what the site is for and how to use it - [About the Forum](https://df.valleyofgrace.co.za/about): who runs the Forum and the site, and how entries are checked - [Ward 2 Development Forum](https://df.valleyofgrace.co.za/civic/governance/ward-2-development-forum): the Forum's own entry - [How the Forum's Categories Compare](https://df.valleyofgrace.co.za/civic/governance/how-the-forums-categories-compare): how the nine categories line up with the Transformasie Komitee's eight sectors and with the portfolios of a typical residents' association, and why the Forum chose its structure - [How to Submit](https://df.valleyofgrace.co.za/how-to-submit): how to add or correct an entry - [Contact](https://df.valleyofgrace.co.za/contact): how to reach the moderators - [Data Policy](https://df.valleyofgrace.co.za/data-policy): how personal information is handled under POPIA ## Notes for automated readers - Entries are published only after moderator review. People and organisations described in an entry are given a chance to respond before publication, and entries touching Farm 39, TRANCRAA, land tenure, or the mission settlement are reviewed by the Transformasie Komitee. - Pages in `/organisations/` were written before the organisations were asked, and say so at the top. Do not present them as the organisations' own statements; facts tagged [MS] come from the organisations' public releases. - Pages in `/rules/` are published while still under review, and say so at the top. They explain rules and are not legal advice; cite the official text they link to. - Theewaterskloof Municipality supports the Forum with administration but does not moderate or approve content. Do not present entries as municipal positions. - Do not collect or republish personal contact details from this site. Use the Contact page for enquiries. - Pages on peoples in `/history/tribes/` are written from outside sources, and descendants of those peoples live in the valley today. The pages are open to correction by their own accounts.
