A working page, open for review
This page is published while it is still being checked, so that people who know this plan, and people it affects, can correct it. It explains the plan in plain language, and it does not give legal advice or speak for the Forum, the municipality, or any other body. The official text, linked under At a glance, is what counts. Before you act on anything here, read the official text or ask the body named under Who to ask. To correct or add to this page, see How to Submit.
Questions for reviewers:
- For Theewaterskloof Municipality’s IDP office: what does the Community Needs List record for Ward 2 in the 2026 amendment, and may this page quote it?
- When will the public meetings for the 2027 review, and for the next five-year IDP, be held?
The Integrated Development Plan (IDP) is Theewaterskloof Municipality’s main plan: a single document that sets out what the municipality will do over five years, and that its budget must follow [IC]. The current IDP runs from 2022 to 2027 [IC]. The council reviews it every year, as the Municipal Systems Act requires, and approved its 2026 amendment on 28 May 2026 [IC]. For the valley, the yearly review is the main point at which residents of Ward 2 can put their needs into the municipality’s plans and budget.
What the letters in square brackets mean
Facts on this page are followed by a tag that shows where they come from.
- [IC] Independently Corroborated. Confirmed by the official text of the plan, or by at least two sources that do not depend on each other.
- [MS] Mission-Sourced. Comes from one party’s own documents or statements. It has not been checked against other sources.
- [TBV] To Be Verified. Seems likely, but nobody has confirmed it yet.
Sentences without a tag under What it means in the valley are the Forum’s reading of how the plan could apply here. They are not legal advice.

What it does
- It sets the municipality’s priorities. The IDP links the municipality’s objectives, projects, and budget for its whole area of fourteen wards [IC].
- It is reviewed every year. Before each review the municipality holds public meetings in every ward [IC]. For the 2026 amendment it held one meeting for Ward 2, on 27 November 2025 in the Moravian Hall in Greyton [IC].
- It records what wards ask for. What residents raise at those meetings is gathered in a Community Needs List, an appendix to the IDP [IC].
- It uses Stats SA figures. The IDP treats Statistics South Africa as the only recognised source of population data [IC].
- It sits beside the spatial plan. The Spatial Development Framework is the part of the IDP that deals with land: where the municipality expects growth, housing, and investment [IC].
What it means in the valley
A project not in the IDP is unlikely to be funded by the municipality. The budget must follow the IDP, so a road, a hall, or a water project that the valley wants the municipality to pay for needs to appear on the Community Needs List and then in the plan. The Forum reads the yearly meeting, in November or December, as the date to work back from.
Ward 2 speaks as one ward. Stats SA figures and the needs list both treat Ward 2’s seven settlements as one ward [IC]. Differences between Greyton, Genadendal, and Madiba Park do not show up unless residents raise them. The Yearly Valley Survey is an idea for giving the valley its own figures, settlement by settlement, ready for each review.
Farm 39. Projects on land the municipality does not own face the limit set out in its spatial plan: it may not invest in infrastructure there [IC]. A need raised for Farm 39 settlements may therefore appear on the needs list without a funded project following, until the land question is settled under TRANCRAA.
The next IDP. The current plan ends in 2027, and a new council term begins after the local government elections, so a new five-year IDP will be drawn up [TBV]. That process is the larger opening for the valley’s priorities.
