For the Western Cape Government to review
The Western Cape Government has not yet seen this page. It describes the province only through what it has said or done, and through official records. The Forum has not approached the province about the intervention or about this page. Until the province has replied, the text may change. Questions for the Western Cape Government:
- Is this description of the province’s role in the Theewaterskloof intervention correct? What would you like to change?
- Where can residents read each quarterly progress report on the Financial Recovery Plan?
- Would Provincial Treasury or the Department of Local Government meet the Forum, and through which office?
- Does the support plan announced in August 2026 include work with residents, and how could Ward 2 take part?
- Should readers reach you through the moderators, or through a public contact?
The Western Cape Government is the provincial government of the Western Cape, with its seat in Cape Town [IC]. Its Cabinet, called the Provincial Executive, is chaired by the Premier [IC]. Several of its departments reach the valley, through schools, farming, tourism, and heritage. This page is about its role in Theewaterskloof Municipality. The Provincial Executive decided the intervention in the municipality in November 2024, and its ministers for local government and for finance oversee the Financial Recovery Plan [IC].
What the letters in square brackets mean
Facts on this page are followed by a tag that shows where they come from.
- [IC] Independently Corroborated. Confirmed by an official record, such as a government notice or a parliamentary reply, or by at least two sources that do not depend on each other.
- [MS] Mission-Sourced. Comes from the province’s own statements, from a political party, or from the Forum’s own records. It has not been checked against sources that do not depend on them.
- [TBV] To Be Verified. Seems likely, or was reported by a single source, but nobody has confirmed it yet.

Who does what in the intervention
- The Provincial Executive decides whether to intervene in a municipality under section 139 of the Constitution. It approved the intervention in Theewaterskloof on 6 November 2024 [IC], and it adopts each progress report on the recovery plan [IC]. The Premier chairs it [IC].
- The MEC for Local Government, Anton Bredell, gave the municipality formal notice of serious financial problems on 16 September 2024 [IC]. In August 2026 he announced a further support plan for the municipality, under section 154 of the Constitution, meant to continue after the formal intervention ends [IC].
- The MEC for Finance, Deidré Baartman, and Provincial Treasury receive the municipality’s monthly reports, track the plan, and publish its progress [IC]. The plan was approved under her portfolio on 7 October 2025 [IC]. She has said the municipality’s finances “could be stabilised within approximately five years” if the plan is followed with discipline [IC].
- The Premier. Alan Winde became Premier in May 2019 and was re-elected on 13 June 2024 [IC]. His term runs to the next general election, due in 2029 [TBV]. In February 2024, before the intervention, he said he would ask for a full investigation into service delivery in four municipalities, Theewaterskloof among them [TBV].
How its work reaches the valley
- The recovery plan. Every budget the municipality passes must fit the plan the province oversees [IC]. See Theewaterskloof Financial Recovery Plan.
- Water at Voorstekraal. The province funded R1.65 million to upgrade the raw water storage at Voorstekraal in 2025/26 [IC].
- Electricity planning. For 2026/27 it gave the municipality R800,000 from the Municipal Energy Resilience Grant: R300,000 for an electrical technician and R500,000 for an electricity master plan [IC].
- Departments. The province’s departments of Agriculture, Economic Development and Tourism, and Education each have their own page.
- Planning law. The province made the Western Cape Land Use Planning Act, under which the municipality’s planning rules sit.
Where it touches this site
- Theewaterskloof Municipality, the municipality under intervention.
- Citizen-Led Recovery for Ward 2, an idea not yet agreed, which proposes that the Forum offer Ward 2’s evidence to the province’s monitoring of the plan. The province has not been asked.
What is still open
- Where each quarterly progress report is published, and whether the reports for January to June 2026 are public.
- What the section 154 support plan includes, and whether it involves residents.
- Which office the Forum should approach first.
